This is a BRAND NEW Supco Bullet Piercing Valve. The valve is used to pierce copper tubing and provides a refrigerant charging tap. It's designed to be used with 3/8" copper tubing, and is made in the USA. The part number is BPV31 and it replaces old part number BPV38 that is no longer produced.
